There's more than one bottom line, here. Part of the problem is that we've given FAR too much power over our major governmental functions to single individuals, under the rubric of efficiency. The Presidency, congressional majority leaders, and committee chairs. When a Johnson or a McConnell or a McCarthy can close down the government, or thwart an ally, or a sole person like Tuberville can hobble the military, then we've already started assembling the Lego blocks of a full blown, top-down autocracy.
Even the President's veto power is bounded by a percentage and a time period. Lower luminaries should have a commensurate or better bounding, as well. Only the skeleton of this structure is directly in the Constitution. The rest is all internal rules, made and dissolved by the bodies themselves.

@skykiss I’m feeling very strongly that there should be rules that do not permit a Speaker or Majority Leader to prevent a bill of either house to be brought forward for debate. This is nuts to watch the Senate put together a bill and have Johnson just say no. This isn’t democratic.
