Very common for reports or scientific articles, where a sharable link is not readily available. Take it up with the city council who received the report being slow. The claims are sourced, and that source is credible, that's what matters.

Opinions
Maybe you haven't read a news article before, but providing the opinions of both sides of an issue is common practice, so that the reader has context and can consider their own position
Am I missing something? I read the European report like 8 times and no where does it mention replaced without tools. Most of it talks about controlling the lifecycle of the battery.

This seems like an excellent use of federated services. Now their citizens have a single source for government updates that they know is valid and the government can ensure that everything follows whatever data laws they pass.
Personally I believe that it'll make people associate the Fediverse with Threads, which is not a good thing. Edit: It'll replace their definition of the Fediverse, with Threads, and people may widely forget about Mastodon, Lemmy, Kbin etc.
Considering that the big majority of Threads' users are cringe influencers, brands that are ads themselves, and celebrities who don't want to interact with anybody but their bootlickers (who are also celebrities), I would say it's detrimental to the fediverse.
Lets say in 10 years, 3D printing technology become so advanced, almost anything can be perfectly replicated. So I find some leaked car 3d file, I download it, I print the car. What current laws would I be violating? Civil or criminal? And what future laws can you anticipate?
What's funny is Russia will never take Ukraine. They lost that war the second Ukrainians decided to fight back. The US can withstand this for centuries. Russia is already struggling for ammunition, political power, modern equipement and manpower. That's a fact nobody can deny.
Even if by some miracle, Ukrainians decided to surrender, Russia would STILL have to let go of Ukraine. The sanctions won't magically go away just because Putin got what it wanted, no no no. Not a single fucking Russian will have a retirement until every dead ukrainians soldier's family is compensated, the country is rebuilt and Crimea given back to Ukrainians.
You may not like it, you may cry about it all you want, the truth is that Russia lost. Get over it and tell Putin to end this right now. Until then, sorry but Russians will keep getting massacred by the thousands.

There’s a lot of back and forth on this question constantly in the community. IMO you should just choose a Linux distro that’s beginner friendly with sane defaults. Any of them can game, basically.
Nobara Linux is made specifically for gaming, you might want to start here.
ZorinOS is made for people who aren’t used to Linux. It’s got a great UI and good features. I used to play Elden Ring on it, it’s very reliable.
Pop_OS is another great general distro. Lots of people gaming use this. They’re also making their own desktop environment which they’ll use here when it’s ready.
Arch Linux only if you know what you’re doing. If you don’t, avoid an arch linux based distro.
A Tankie is a militant authoritarian that sees themselves as left. People that think Stalin wasn't so bad, that Mao was a good guy and Xi isn't a bad guy and there is absolutely no genocide in Chinas western frontier aka Xinjiang. People that praise Cuba and modern China, and usually have a antisemitic undertone. It may be news to you, but Lemmy is more or less developed by tankies and the largest instance lemmy.ml is also run by them. But their tankie-world instance called lemmygrad is largely blocked by everyone else in the fediverse, thankfully.
