If you’re going to accuse a foreign power of something substantial you have to be sure. You can’t just make these accusations and go “because duh we all know” no matter how true it is. Just like if someone clearly murders another person in broad daylight with hundreds of people around and dozens of videos proving it there is a still a trial (in most countries).
