I think they can definitely block a piece of legislation that has the nwc "pre-attached", like conservative & francofacist provincial govts have been doing. Or a piece of legislation that "invokes" it after a court decision.

@thomasfuchs The thing that bugged me the most reminded me of a quote from David Mamet, that film is superior to video because, after the (increasingly likely) apocalypse, someone could, without electricity, hold up a strip of film and see a story. Everything in that ad, every piano, guitar, toy, book, could last decades or centuries, but now seemingly all replaced by a device obsolete in years.
I'm heading to Alamo Drafthouse in SF tonight to take part in a 21 hour marathon viewing of #StarWars movies. That's Star Wars 1 through 9, with live performances of the 501st Legion, and some bits of trivia and games. Rogue One and Solo will not be included.
