The UN investigated in 2016 and found that the UK government was committing "grave and systemic" abuse of disabled people's human rights. The UK government shrugged this off like "woff woff of course that sort of thing doesn't happen in jolly old blighty" and the obedient press largely didn't report it (in return for their doggy biscuits etc). And this is the delayed (by the UK gov previously deciding not to show up) follow-up to see what improvements the gov has made since the initial report.
