The problem is that Putin cannot be trusted to keep his word. One possibility: Russia keeps Crimea, Donetsk & Luhansk become independent and serve as buffers, and #Ukraine remains independent with the present borders & is allowed to join the EU and NATO. Frozen Russian assets are seized & used to rebuild Ukraine. The other alternative is to send F-16's, ATAMCS, and risk escalation. --Pension funds are threatening to pull investments;
