Subscribed to the Philadelphia OEM text line and it was super active during the storm last night. I couldn’t figure out how they were so ahead of things and also so specific. Coverage this morning told me more.
Apparently the USGS was sending in flood numbers from all four counties. So the Philly OEM ostensibly knew that the influx of water was imminent which explains why they issued moderate flood warnings in advance. And they were localized!

Require all intercity bus companies to use the facility and to pay the city docking fees to cover operating and maintenance costs. This isn't rocket science. It's basic civil service that our grandparents figured out how to accomplish in the era of pencils and paper.
