Saw Civil War today. It was a well executed gut punch that I'm still processing. So while I can't really talk about the plot or the acting or the directing yet, I'll focus instead on the cameras and lenses used by the two photojournalist characters, all of which I've personally used and have opinions about.

  • If a title has not been enacted into positive law, any later amendment cannot be written as “Section 605 of Title 47 is amended etc.”, but must instead read as “Section 705 of the Communications Act of 1934 is amended etc.” That’s because such a US Code title is just a good guess at the law, but is not the law per se.

But if there’s disagreement over the meaning of a statute & it turns on the precise wording and/or punctuation, for titles not enacted into positive law you’re off to Statutes at Large.

For an especially ugly example, see US Nat’l Bank of Oregon v. Indep. Insur. Agents, 508 U.S. 439 (1993), where the codifiers assumed a certain law had been repealed & *dropped it from
