I am so glad I sold my first novel before this came out... every manuscript and new author will now be suspect (except those that wear their traces on their sleeves, and those that are so arch or experimental that they defy accessibility and generic convention). Those are all good questions, Katy. We've thought them through thoroughly in the case of AoIR & found ways to make it work on a very limited budget. @rwg has been essential to this process. Short answer:

"Bad behavior" is addressed thru a) tying instance membership to verifiable org membership, b) using org members as moderators, c) adopting fediverse-wide blocklists

This one is easy; it's a clear violation of the instance/association CoC (available on aoir.social) so the moment it's flagged (which is pdq because the scales are small and the communities are tight-knit), the account would be permanently deleted.
