Im Jahr 2022 gab es 13 Todesfälle, die auf „Verweigerung des Gehorsams“ bei Kontrollen zurückzuführen waren, eine noch nie dagewesene Zahl. The idea that Indigenous, brown, and Black people should carry firearms to protect ourselves under the 2nd Amendment kinda falls apart when cops shoot us multiple times for having cellphones, wallets, or dark-coloured hands.
At a friend's suggestion I wrote this #Wikipedia article this morning about the 2021 killing of a Wetʼsuwetʼen man Jared Lowndes by Campbell River #RCMP officers.
Although it has been almost 2 years, no charges have been laid against officers despite an IIO report last December that they used excessive force; the officers have not even been publicly identified.

As you may be aware the DOJ report on the pattern and practice of use of excessive force violations in Minneapolis was issued last week. This is a good time to review why “reform” efforts usually fail. The DOJ opened their investigation in 2021 about 6 months after the death of George Floyd. You may recall I told you that prior to Floyd being killed the Minneapolis police, who already had a known history of violence, were selected for heightened training on de-escalation techniques, heightened training on law, and officers were REQUIRED to intervene if they saw a fellow officer using excessive force. 2/9

DOJ found that the Minneapolis police employed unconstitutional use of force routinely, including deadly force as well as non lethal but unnecessary force. They found the MPD stopped Black people an excessive and disproportionate amount of time. AND that given, Native Americans were only 1.3% of the population they found they were stopped 9X more than any other group. 3/9

MPD failed to comply with measures adopted post Floyd and even violated one restriction WHILE they were with the DOJ investigators. The department found they retaliated against press, demonstrators and anyone they thought wasn’t sufficiently compliant or didn’t comply quick enough. MPD drew their weapons and discharged them without assessing dangerous, when the person shot was not a threat and when folks were having mental health challenges. They KILLED a mentally ill person IN the police station when he was only a threat to himself. That’s one of those the police will help you by killing you situation. MPD also uses unconstitutionally excessive force against White people. 5/9

MPD supervisors failed to take action against officers who had clearly violated policy. They failed to respond to known incidents of violence the failed to require training to respond to violence. They developed a reporting system that was too complicated for anyone to use. No officers other than the ones involved in the Floyd killing were then or now punished for failure to intervene. 6/9

The DOJ will enter into a consent decree with Minneapolis where MPD will promise to do better. The City will adopt more rules and the police will get more training. But consent decrees are voluntary compliance vehicles and nothing will really happen if MPD continues to do as they have always done. Consent decrees are good for transparency and accountability. Wear cameras and do reporting. 7/9

Harm reduction (can we reduce violence by police) is also a reform. Ex. Ban choke holds, eliminate neck restraints, train for mental health interventions. MPD continued to violate people’s rights despite the fact harm reduction had been put into place. Even when successful harm reduction may reduce slightly the # who get killed but it won’t eliminate killing by the police. 8/9
