Yes, your acceptable ID can be expired (up to four years) if you're 69 years or under. Presumably, you can a long-expired driver license if you're 70 and over.
If you cannot obtain an ID, there is a list of alternative documents you can use along with a "Reasonable Impediment Documentation" (RID).

Fifty years ago, if a case had come before #SCOTUS asking if a state could police the international borders abutting it and prevent the federal government from doing so, SCOTUS would have unanimously ruled no. This would not have been a question. "The federal government is responsible for international border security" is 100% settled law.
