The most chilling line in the movie (possibly the entire Hunger Games) is Flickerman canceling his dinner reservation on the first night of the Games. "Two adults and a high chair." This suave asshole is a father. And he a miffed that he has to reschedule because the children in the arena are not dying fast enough.
He is not a Gamemaker, or even a killer. He is not angry or hateful. He just can't be bothered to care.
That makes him just as disturbing as the villains.
