This is because the Palestinian Authority could agree to a two-state solution, while Hamas was adamantly against it. Netanyahu is also against a two-state solution. So by setting up Hamas, he was setting up his desired war for full Israeli takeover. The current situation, and Israeli deaths are partly his responsibility because his enabling of Hamas led to the attack.
