@christian@larma We (The XSF / People who write and implement XEPs) have a tendency to wait with advancing a XEP to stable until we have sufficient implementation experience.
Your question (which matters more for end users) should be: Why hasn't this been implemented?
Implementing reactions is not as straight as it might seem. Both #Conversations_im and #Gajim wanted to rewrite the database layer to accommodate this feature. On the Conversations side we also wanted to rework the UI before this.
The more I use #Matrix the more I yearn for #xmpp.
The amount of resources a Matrix home server consumes is pretty insane too.
I also have this annoying bug / behavior with any Matrix client (#Element iOS and desktop, #fluffychat ) where the chat view randomly jumps around while you’re reading a backlog. It kinda sucks.
Mildly related: I will use Matrix (i.e. :matrix.org) soon using my #Jabber client, thanks to #slidge#matridge, a personal gateway from #XMPP to Matrix. I'm still in test mode, but I'm optimistic that #Dino and #Gajim will replace nheko on my desktop soon.

I recommend #XMPP - #OMEMO for most users [#Gajim and #monoclesChat are excellent clients for that!] but if you are an organization then consider #Zulip and if you already have a #Mailserver and use #PGP / MIME then @delta / #DeltaChat may be a good option [tho I'd recommend using a seperate eMail account for that!]...

For the fun of it, you could install your own #Jabber server, e.g. #snikket by @snikket_im and the #slidge gateway by @nicoco. It's a whole set of #XMPP transports, not only for Signal, but also for Whatsapp, Telegram, Discord, Mattermost, Steam, Skype, Facebook Messenger, and Matrix.

I hope #Gajim will support it soon, at is the best client for Windows for now... My family members use the unofficial Windows port of Dino, which is now several versions behind.

I fell in love with XMPP (again). Long time I have not been using it, but it has developed great. Gajim has become a beautiful client and I just wish more users would join. Just for discussion. I don't think that #XMPP / #Jabber was killed by big corporations and/or embrace-extend-exstinguish stuff, despite some harm could probably be.
First of all, it wasn't killed. It exists very well, but people rarely use it. I would try to outline a few reasons which could contribute.
The "original" XMPP does not meet any modern requirements. People expect stability in mobile networks and other unstable internet, synchronization over devices and multimedia. All this was introduced only by later XEPs and is barely supported. I can recall only #Gajim on #desktop and #Conversations on #Android among the clients supporting Stream Management + Message Carbons + Message Archive Management + Receipts + HTTP Upload (about Jingle - I wonder if it ever worked at all). Moreover, when you try to adapt it for your needs, you can easily end up as a troubleshooting admin - some things just work wrong or occasionally.
Verwendet jemand von euch noch Jabber/XMPP und besucht dort die Gruppenchats? Ausser, dass man sich mit sich selber beschäftigt (Gajim, blabber, Conversations, Prosody, ejabberd) - gibts da noch interessante Dinge? #xmpp
