Dies geschah, nachdem ein #Gesetzentwurf zur #Abschaffung der Todesstrafe in Louisiana während der Legislaturperiode 2023 gescheitert war.
In Louisiana sitzen derzeit 57 Häftlinge in der Todeszelle.
Die Entscheidung wurde auf der Grundlage eines Gutachtens getroffen, das Generalstaatsanwalt Jeff #Landry letzte Woche veröffentlicht hatte.
Landry kam zu dem Schluss, dass der Begnadigungsausschuss von Louisiana nicht auf die einjährige Frist für Gnadengesuche von Häftlingen verzichten sollte.
Francis #Abbott, der geschäftsführende Direktor des Begnadigungsausschusses von Louisiana, gab die folgende Erklärung zu den Gründen für die Ablehnung der Anträge ab:
"In einer regulär anberaumten Sitzung des Begnadigungsausschusses von Louisiana und nach Berücksichtigung öffentlicher Stellungnahmen hat der Ausschuss am Montag, den 24. Juli 2023, beschlossen, die Prüfung eines Verzichts auf die Einhaltung der Ausschussregeln von seiner Tagesordnung abzusetzen.
"Das Board of Pardons sieht sich daher gezwungen, 56 Anträge auf Umwandlung von Todesurteilen in Louisiana zurückzuweisen, bis die Verwaltungsvorschriften des Board of Pardons weiter geprüft und gegebenenfalls überarbeitet worden sind.
"51 dieser Anträge wurden von einer Gruppe von Anwälten am 13. Juni 2023 eingereicht und weitere 5 wurden im Laufe der folgenden zwei Wochen eingereicht.
"Dies waren die am genauesten geprüften Anträge, die unser Büro je bearbeitet hat. Wir haben bisher bei jedem Schritt alle Beteiligten einbezogen und werden auch weiterhin mit allen Betroffenen kommunizieren", sagte Francis Abbott, Exekutivdirektor des Louisiana Board of Pardons & Committee on Parole.
Ein Gnadengesuch ist eine Form der Begnadigung, d.h. ein Häftling bittet um eine Strafminderung oder eine Reduzierung der Strafe für ein Verbrechen.
In Louisiana kann nur der #Gouverneur die Umwandlung einer Strafe nach einer positiven Empfehlung des Begnadigungsausschusses gewähren, so das Louisiana Board of Pardons & Committee on Parole (Begnadigungsausschuss).
Derzeit ist unklar, ob Gouverneur John Bel #Edwards eine Überprüfung dieser Anträge anstreben wird. #WDSU hat das Büro des Gouverneurs um eine Stellungnahme gebeten.
Eine Herabsetzung der Todesstrafe würde eine lebenslange Haftstrafe bedeuten.
Edwards ist seit Jahren ein Befürworter der Abschaffung der #Todesstrafe.
Im Vorfeld der Legislaturperiode 2023 sagte der Gouverneur, die Todesstrafe schrecke nicht von Verbrechen ab, sei für die öffentliche Sicherheit nicht notwendig und stehe "im Widerspruch zu Louisianas Pro-Life-Werten, da sie buchstäblich eine Kultur des Todes fördert".
Die Anwältin einiger Häftlinge, Cecelia #Kappel, gab folgende Erklärung ab und bezeichnete die Entscheidung des Gremiums als falsch:
"Der #Generalstaatsanwalt hat dem Ausschuss eine falsche Auslegung seiner Richtlinien gegeben, um zu versuchen, einen legitimen Antrag auf Anhörung dieser Fälle abzuwürgen. Diese Anträge kommen zur rechten Zeit und weisen auf schwerwiegende Fehler in Louisianas #Todesstrafensystem hin, die die Umwandlung ihrer Todesurteile in lebenslänglich ohne #Bewährung rechtfertigen.
"Diese Fälle verdienen eine vollständige und faire Prüfung. Den Prozess zu stoppen, würde es erlauben, die Unabhängigkeit des Gremiums durch die Staatsanwälte zu gefährden, die ein persönliches Interesse daran haben, dieses kaputte System aufrechtzuerhalten."

Another Red state flouts federal law, in this case HIPAA. #Abbott believes that the state of TX controls the US border with Mexico and can ignore environmental laws controlling barring blocking US waterways and basic human rights violations involving their scattering razor wire on federally controlled land and waterways. #TX has basically seceded from the Union. DOJ Sues #Texas, Greg #Abbott Over 'Barbaric' Barrier
The DOJ suit, filed in the U.S. District Court in the Western District of Texas, seeks an injunction to block the state from placing more of the wrecking-ball sized, razor wire-topped buoys, which have already reportedly injured several people. The complaint accuses Texas and Abbott of violating the Rivers and Harbors Appropriation Act by erecting the barrier in a U.S. waterway without permission.
The #DOJ on Mon filed suit against the #Texas over its installation of a floating barrier meant to stop people from swimming across the #RioGrande, arguing that the interlocking buoys placed in the river by the state violated federal #law.
The suit comes after Gov Greg #Abbott of TX, who heralded the installation of the 1K’ barrier this month, refused a request from Justice to remove the buoys voluntarily….
The buoys are the latest escalation of Texas’ border security operation that also includes razor-wire fencing, arresting migrants on trespassing charges and sending busloads of asylum-seekers to Democratic-led cities in other states
The situation at the Texas border continues to be deeply alarming. Governor Greg Abbott's inhumane measures, targeting innocent migrants, demand immediate attention. We cannot stand idly by while razor wire traps, water withholding, and dangerous pushbacks endanger vulnerable lives, including children and infants.
A Texas mom was denied maternity leave after delivering a stillborn baby
Andres works for the City of Austin in the Austin Public Health Department. After returning home from the hospital, Andres says she informed her HR department that she'd "be taking maternity leave a little bit early" because she had lost her child.
