@peter@brett@davidho yes, and notably Paris has carved the space for low-stress connected network of bikeways out of what was extra lanes of cars and parking, so normies who would previously sit in traffic for lack of better options have left the car for bikes, for trips of 1-3 miles to work, school, shopping, or errands. If everyone on a bike looks like they're dressed for sport, you're seeing only those people who do it in spite of the lack of comfortable and dignified bike infrastructure.
