This sounds absurd, but it happens because, people who are only coming to a country for a certain amount of time (for example for seasonal work) will stop leaving and stay indefinitely. Others will race to come before the border closes. Both groups will later get their families to follow them. Others will find new ways to come (different routes, illegal routes etc.).

This has happened multiple times (European Union, USA/Mexico), but there is a perfect example in South America:
There are three former colonies in the Guiana Shield with comparable population in (800k), (540k) and (300k). It's comparatively difficult to emigrate from the first two since they've been independent, the third belongs to with its open to and other perks.
Yet from the first 440k and 270k people have emigrated, from the third only 5k:

A new technique analysing modern data suggests that pre-humans survived in a group of only 1,280 individuals.
