Every gun owner should be forced to carry insurance that will pay out to compensate all victims & families in the event of misuse, malicious use, accidental discharge etc of that weapon, by anyone. Like car insurance but with much higher pay outs.
Let the insurance industry regulate what checks, provisions, competency, training & qualifications, storage & tracking, and premiums it requires.
If a gun's insurance policy expires, it is retrieved & held for a period. If the gun's insurance is not renewed it is auctioned to a new insurance holder, or destroyed.
#Guns associated with regular large payouts become very expensive to insure & end up with few owners & mostly destroyed. They will also have very stringent control criteria set by insurers.
If your #Gun is really needed for land management, hunting etc it will be legitimate expense & more affordable than mass shooting varieties
