Part of the complication is the flood plain needs care too. Flood plains are vital members of the ecosystem that stops working when you have greedy reasons to not have a clue.

So SOLVING the DUAL problem of ignoring First Nations human and social rights, to serve greed, and ignoring the needs of an ecosystem, needs real, as in actual, science and justice.

When I was a student, the student Job Office had a real big sign on the wall that (unashamedly, blindly) said in bold red letters;

Most Jobs Come From Personal Networking.
