Today in Labor History October 12, 1984: The Provisional Irish Republican Army failed to assassinate Prime Minister Margaret Thatcher and her cabinet at the Brighton Hotel. Thatcher narrowly escaped, and her popularity soared in the aftermath. The bomb did kill five Conservative Party members, including a sitting MP, and wounded 31 others. The Miners’ Strike was currently underway in Britain. Morrissey, from the Smiths, said: "The only sorrow of the Brighton bombing is that Thatcher escaped unscathed." The tabloids were full of similar jokes. The Angelic Upstarts celebrated the bombing with their single "Brighton Bomb." The bomber, Patrick McGee, got 8 life sentences (just to make sure he was thoroughly remorseful). Magee was released in 1999 under the terms of the Good Friday Agreement, after serving 14 years. The bombing was depicted in the novels “High Dive” (2015) by Jonathan Lee, and “In the Morning I'll Be Gone” by Adrian McKinty.

Advanced manufacturing credits for some domestic production? Sure.

Not POS vehicle rebates.

And I believe that the POS rebates will ultimately be far more than the CBO scoring suggests.

It was a missed opportunity to allocate those funds to broaden US manufacturing competency.

It is a deadlocked “chicken-or-the-egg” problem for many US metro areas and we needed massive funding to break the cycle.

Would be grand if we could avoid turning green hydrogen into the next corn ethanol.

Done right, clean hydrogen tax credits could be a boon for the domestic hydrogen industry and for clean electricity. Done wrong, the tax credits could be a boondoggle larger than biofuels in America. Weak standards could drive emissions up, not down.

With the Inflation Reduction Act (IRA), the US has chosen industrial policy as the way forward to fight climate change. Economists don’t like industrial policy in general. It’s very hard for governments to get it right. They often end up subsidizing the wrong businesses for political reasons. (E.g. representatives fight to get money for their own states, certain states are more important for presidential elections, etc.)

A couple other notes about the IRA: the Biden administration likes to champion unions in its rhetoric, and that’s great. But a lot of the factories being built with IRA money, such as an electric battery plant in Tennessee, are going to states that have a track record of preventing unionization in their businesses.

This is a very interesting (and highly-interactive!) piece about ... and, yet, if we are going to discuss "underbellies" of then I think the following are almost always neglected:

  1. How heavier vehicles negatively impact roadway safety and increase non-exhaust emissions (dust and PM 2.5); and
  2. How heavier vehicles (and the proliferation of cars, in general) will drive a growth in negative concrete externalities - which are significant.

Really, when I stand back at look at the last two so-called "infrastructure bills" pass in the , what I see is:

  • The "Bipartisan Infrastructure Bill" or really, as I like to call it, a "Highways Bill"; and
  • The "Inflation Reduction Act" or really, as I like to call it, a "Cars Bill".

I do like some of the aspects of the , but I do oppose tax credits or point-of-sale rebates.

A massive, missed opportunity in my opinion and one that will cost us dearly.
