World's first year-long breach of key 1.5C warming limit

"For the first time, global warming has exceeded 1.5C across an entire year, according to the EU's climate service.

"World leaders promised in 2015 to try to limit the long-term temperature rise to 1.5C, which is seen as crucial to help avoid the most damaging impacts.

"This first year-long breach doesn't break that landmark Paris agreement, but it does bring the world closer to doing so in the long-term.

"Urgent action to cut carbon emissions can still slow warming, scientists say.

"'This far exceeds anything that is acceptable,' Prof Sir Bob Watson, a former chair of the UN's climate body, told the BBC Radio 4's Today Programme.

"'Look what's happened this year with only 1.5C - we've seen , we've seen , we've seen and all over the world.""

The second and stronger storm of a one-two punch will blast California with torrential rain, flooding and feet of snow.

"Hot on the heels of a drenching storm and a low-end that affected California from Wednesday to Thursday, a more potent storm and high-end atmospheric river will roll ashore Saturday night and Sunday with major impacts that will threaten lives, property and travel into next week, AccuWeather meteorologists continue to warn.

"Public awareness and storm readiness are strongly encouraged as life-threatening conditions may evolve in some communities.

"'Roughly 94% of California's population, up to 37 million people, is at risk for flooding, some of which can be life-threatening. Due to the numerous mountains and hills, even just a few inches of rain can cause significant flooding,' AccuWeather Senior Director of Forecasting Operations Dan DePodwin stated.

"'The greatest risk of a widespread flooding disaster is expected across the canyons and hills of Southern California, especially in Ventura, Santa Barbara and Los Angeles counties,' DePodwin added.

Blockbuster rainstorm, major flooding to unfold

"Because the new storm, packing much more moisture, will hit only a couple of days after the first storm soaked and much of the state, runoff will be rapid and potentially dangerous and destructive, especially in portions of Southern and Central California, where most of the new rain is likely to fall.

"The first storm brought a general 1-6 inches of rain from Wednesday to Thursday. However, starting as early as Saturday night, more than double the amount of rain may fall from the new storm, with some of the rainiest spots picking up a foot or more of rain in only 48 hours."

This would be a new record for the lowest high temperature on Jan 28, breaking the previous record of -47F (-43.9C) set in 2012. A new UK record high temperature has been set in the Scottish Highlands, according to provisional figures from the Met Office.

28th January 2024, 10:31 EST

"It recorded a peak of 19.6C (67.3F) at on Sunday, making it hotter than Rome and the Cote d'Azur.

"If confirmed it would be the highest January temperature in the UK, breaking a record set in 2003 by more than a full degree celsius.

"It would also be the highest winter temperature ever recorded in Scotland

"While enjoying mild temperatures the village was also subject to a yellow wind warn on Sunday, with gusts in excess of 40mph forecast. In the Western Isles a gust of 71mph was recorded."
