but two things I want to note without cluttering up his conversation are:

  • Geez, there's a lot of heuristics and made-up numbers being tossed around. This whole field is pre-scientific.

  • Maybe I haven't been in the right rooms or invited to the right conversations, but I've never, ever seen or heard of a software shop auditing its own time/cost predictions. Not once.

Yes. It had a full end-to-end quality management process, and each step was subject to a knowledge-management and quality improvement loop to adjust and update the processes. However, it was just the engineering and product support division. Sales, marketing, and admin each lived in their own universe and were immune to being pulled into self-auditing.

When I tried to build our hooks into their processes, I realized they either didn't have documented processes, or didn't use them

I was actually quite astonished.

I had come from Baan, which had a really good documented and repeatable implementation process, and the consulting (implementation) division were very open to me as the support guy adding a hook into their process, and they published an update.

Going to the next firm and realizing that they actually had no standard template of process for implementation was a shock, and also explained a lot of the costly messes we inherited.

I hear you, but that is going to run into the "medical necessity" thing in Utilization Management. The criteria for declaring a medical necessity for surgery that would have potential psychological benefits but no biological need, is going to be really hard to argue, and would need a whole shift in thinking on psychology as a real science

At issue is a nearly 40-yr-old fed law that requires hospitals that receive fed funds to stabilize or transfer all emergency patients, regardless of their ability to pay. Biden admin invoked the Emergency Medical Treatment and Labor Act to argue that the federal government has the power to penalize hospitals that fail to provide emergency abortions even in states with strict bans.

I am not fond of David Brooks, but I certainly understand why he finds the Cass Report so compelling.

For cisgender people who have no pre-existing knowledge, it's really a perfect document. It is completely decorous while implying that there are too many trans people and efforts should be made to limit their numbers.
