It's not merely an attempt to foster animosity towards a particular group. Fascist disinformation is to erode our democracy by convincing us that a specific group is perilous, untrustworthy, and should be disenfranchised.
What has transpired since 2016 with the former president is not just the vilification of ethnic minorities. He, along with Fox propaganda and other purveyors of disinformation, have escalated lies and disinformation into a violent domestic terrorist movement and a MAGA-driven fascist party. Active measures is a term used to describe political #warfare conducted by the Soviet Union and the Russian Federation. The term, which dates back to the 1920s, includes operations such as espionage, propaganda, sabotage and assassination, based on foreign policy objectives of the Soviet and Russian governments against the United States and democratic western countries. Active measures have continued to be used by Vladimir Putin to control US politics through disinformation that enable controlling the Republican party.

I investigated this, and it is a lie. As anyone can see from this video, Scholz is talking about how Putin used a potential NATO membership as an excuse for attacking Ukraine, and Scholz is saying that AT THE TIME, he did not expect Ukraine to join NATO in the next 30 years.
