Twitter has abandoned the EU's code of practice on disinformation, Thierry Breton said late Friday, but Europe's internal markets commissioner insisted that "obligations remain" for the social networking giant.
"You can run but you can’t hide," Breton said, after confirming that the platform owned by Elon Musk had left the bloc’s disinformation code, which other major social media platforms have pledged to support.

No, it doesn’t. Hosting liability provisions (i.e. GitHub) are specifically called out as unaffected by the act and only foundation models need to be registered before release, not the code
This is an important distinction. It means you keep on developing the project just like you would any other OSS project, code in GitHub, issues, etc. but the model itself needs to be registered before release

I propose that they then drop Open from the name. OpenAI is to open source and transparency, as McDonald’s is to healthy food.

They're refusing to do so, because of the copyright restrictions they're violating with the training data used - and this isn't happening by accident but on purpose!
